Clearly a FEAR inspired design; I wanted it to be obvious that this is a bad guy, so I gave him the spider like eyes and mask.

As for plot details, FASMA is a shadowy government entity created in the late 2020s, with unprecented powers to enforce federal authority. It has essentially taken over the government which created it. With thousands of paramilitary troops (such as this one) at its disposal, FASMA periodically bullies and terrorizes other government entities into submission, and now has defacto control over much of the beauracracy. Even congressional leaders can no longer openly question it.
At the time of the story with Harold begins (in the early 2040s), US society, culture and economy are rapidly deteriorating, and FASMA is busier than ever, creating a fascist state that is not only not making people safer, but is creating fragmentation in the government. Even National Guard units, who are now permanently involved in maintaining city law and order, are increasingly becoming hostile to FASMA tactics, and in some cases are simply pretending not to hear orders.
